Brazilian healthcare union accuses President Bolsonaro of "crimes against humanity"

A coalition representing health professionals in Brazil denounced President Jair Bolsonaro for “crimes against humanity” in a judicial complaint to the Hague International Court of Justice.

The document, sent to the attorney general of the International Criminal Court, argues that Bolsonaro committed crimes against humanity by refusing to take necessary measures to protect the public during the pandemic.

The complaint is signed by the Brazilian Union Network UNISaúde, a group of more than a million health workers in the country, supported by unions and international entities.

The public at risk: The coalition accused Bolsonaro of being careless by promoting gatherings of supporters, approaching them without a mask, and advertising medication like hydroxychloroquine that have no scientific proof of effectiveness against Covid-19.

Marcio Monzane, regional secretary of UNI Americas, a branch of the international union federation UNI Global Union, said in a statement Sunday that the Bolsonaro government should be blamed for “its callous action in the face of the pandemic and for refusing to protect Brazil’s health workers as well as the population, which he promised to defend when he became president.”

The official response: The President’s office said the matter is with the Republic Attorney General’s Office (AGU) when CNN requested a comment. The AGU said it will only comment when it receives the subpoena from court.

Australian state of Victoria records 532 new cases, in worst day of pandemic so far

The Australian state of Victoria recorded 532 new coronavirus cases on Sunday, marking the nation’s worst day of the pandemic so far, said Victoria Premier Daniel Andrews on Monday.

Victoria also recorded six fatalities in the past day, raising the state’s death toll to 77 and the national death toll to 161.

Three weeks of lockdown: Victoria has seen high case numbers persist for weeks, despite metropolitan Melbourne and neighboring Mitchell Shire being halfway through a six-week-long lockdown order.

The major driver of these new cases is people going to work while sick, said Andrews. 

Aged care facility outbreak: There are also outbreaks across multiple aged care facilities, with 683 residents and staff testing positive so far. 

“The residents in these facilities will be people, parents, grandparents, great grandparents, and they are at significant risk of dying – that is an inescapable fact,” said Victoria’s Chief Health Officer Professor Brett Sutton on Monday.

Texas coronavirus death toll surpasses 5,000

The coronavirus death toll in Texas surpassed 5,000 on Sunday, according to the Texas Department of State and Health Services. 

The state reported 153 new Covid-19 deaths on Sunday, raising the total death toll to 5,038.

Texas also reported 5,810 new infections, bringing the total number of cases so far to 381,656. 

There are currently 10,075 people still hospitalized in the state, according to the DSHS.

White House pushes to scale back coronavirus relief stimulus

Top White House negotiators are pushing to scale back the next coronavirus relief legislation, just one day before Senate Republicans plan to release their $1 trillion proposal.

Treasury Secretary Steven Mnuchin and White House chief of staff Mark Meadows both mentioned the possibility of moving forward on a less ambitious proposal initially Sunday in television show appearances, and multiple aides told CNN that it has become a leading option in discussions between the administration officials and Senate Republicans in recent days.

Bipartisan negotiations: The consideration of scaling back efforts before Republicans even put an offer on the table underscores just how difficult the coming bipartisan negotiations are expected to be. One of the primary reasons administration officials are considering a less ambitious effort is due to the initial meeting between Meadows and Mnuchin and House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer last week, according to multiple officials.

“They came away from that significantly less optimistic that something can get done,” said one administration official.

What might be in the package: A scaled-back proposal would focus primarily on deadline issues – like the unemployment benefits that expire at the end of July, as well as education funding just weeks before schools are set to open. Should Republicans decide to pursue the idea, it may also be used to put pressure on Democrats in advance of the unemployment benefit deadline.

Mexico reports more than 46,000 coronavirus cases and 4,500 deaths in one week

Mexico has reported 46,273 new coronavirus cases in the past seven days alone, according to a CNN tally of data from the Mexican health ministry.

The country also reported 4,506 related deaths in the same week.

Mexico has now recorded a total of 390,516 cases and 43,680 deaths.

President Andrés Manuel López Obrador has said that the high numbers are due to “increased testing and a delay of the information,” though Mexico has one of the lowest testing rates of any large country worldwide.

Covid-19 cases and hospitalizations in California continue to climb

The number of Covid-19 cases and hospitalizations in California continue to rise, according to a press release from the California Department of Public Health (CDPH).

The CDPH reports the seven day average number of new cases is 9,852, up from last week’s average of 9,127.

There are currently 6,912 people in the hospital with confirmed Covid-19 cases, and 1,993 of those are in the ICU.

So far, 8,146 people have died in the state, according to the CDPH.

As of Sunday, 36 counties are on the state’s watch list and have been ordered to close many of their indoor operations.

Vermont school superintendent pens letter detailing frustration with making plans to reopen schools

The superintendent of a public school district in Vermont wrote an open letter to her community detailing her frustration with trying to establish plans for safely and realistically reopening schools this fall, particularly because of a lack of state involvement and looming fears over a lack of staffing.

Nease wrote in the lengthy letter she and fellow superintendents across the state “truly cannot sleep at night” because trying to put together potential reopening plans has been all-consuming. Nease wrote that reopening plans across the state have vast differences because state authorities only provided districts with health and safety guidance.

Nease concluded the letter writing that fears over a lack of available staff due to disparate reopening plans across the state and general Covid-19 concerns are significant and that schools need proper intervention and solutions on a bigger, statewide-level.

Brazil tops 2.4 million coronavirus cases five months after first reported case

Brazil’s health ministry reported 24,578 newly confirmed Covid-19 cases Sunday, bringing the country’s total to 2,419,091.

The ministry also reported 555 new deaths from the virus, bringing Brazil’s death toll to 87,004.

Sunday marks five months since Brazil reported its first confirmed case of the novel coronavirus on February 26.

This comes after Brazilian President Jair Bolsonaro tested negative for the virus Saturday, his first negative test since testing positive July 7.

The Brazilian Society of Infectious Diseases later said Bolsonaro set a “bad example” by socializing and not wearing a mask right after his negative Covid-19 test announcement.

South Africa’s coronavirus cases continue to spike, as 11,233 new cases reported

South Africa’s health ministry reported 11,233 new cases of coronavirus Sunday, bringing the country’s total confirmed case count to 445,433.

The number of people who have officially died from coronavirus in the country is 6,769, according to Health Minister Zweli Mkhize, who posted the figures on Twitter.

Last week, officials from the World Health Organization expressed concern the country’s rising numbers could signal greater Covid-19 spread throughout Africa. South Africa has the highest number of confirmed cases in Africa and the fifth highest number worldwide, following the United States, Brazil, India and Russia.

South Florida police officer dies after contracting coronavirus

The Lauderhill Police Department in Florida tweeted Sunday that an officer died due to complications related to Covid-19.

Officer Corey Pendergrass had been with Lauderhill PD since 1997, the tweet said. He died Sunday morning, according to the tweet.

Other area agencies, like the Broward County Sheriff’s Office, offered their condolences on Twitter.

Lauderhill is a city in Broward County; there are currently 49,350 total cases of Covid-19 in the county and 605 deaths, according to Sunday’s Florida Department of Health data.

Los Angeles Michelin Star restaurant forced to shut its doors due to Covid-19

Trois Mec, the highly decorated tasting room that earned a Michelin Star in Los Angeles, has been forced to shut its doors after seven years due to the economic impact of Covid-19.

“The reality is we are facing an incredible period of economic depression and fine dining will be a rocky journey for the foreseeable future,” the couple said. “We also have to look at the trickle down impact, farmers are being damaged daily, meat providers are being damaged daily, small business suppliers are being damaged daily, landlords are being damaged daily. Our employees and their families are being hurt.”

Trois Mec is just one of many restaurants in the Los Angeles area facing closure due to Covid-19. Restaurant and bar owner Dustin Lancaster said he has lost three of the 13 locations he owns in the area due to the financial impact of the virus, and fears he will lose five more.

Birx meets with Kentucky governor to discuss how to reduce Covid-19 infections

Coronavirus task force coordinator Dr. Deborah Birx and Kentucky Gov. Andy Beshear told reporters on Sunday that the federal and state government agree on measures needed to slow the rate of Covid-19 infections in the state.

While Kentucky is currently a yellow zone, it has the potential to slip into the red zone, Birx said. 

Birx said it appears that the current rise of cases in Kentucky are from residents going on vacation to places like Myrtle Beach and other beach communities and unknowingly bringing back the infection. 

In order to maintain infection rates, Birx and the federal government are recommending Kentucky maintain the federal guidance put out in April for reopening.

The state has required face masks for certain public situations since July 10. Other federal guidance includes maintaining social distance, increasing outdoor dining, closing bars and reducing in-person gatherings to less than 10, she said. 

Beshear agreed with this guidance, and said the state would make an announcement on Monday regarding the additional steps they intend to take. 

The number of people wearing masks has gone up since it was required by the state, Beshear said, but the harder part is encouraging everyone to do it, especially in circumstances where people “let their guard down.”

He specifically noted that he just saw a picture of hundreds of people in bars in Lexington, but none of them were wearing masks. He gave no further information on if any enforcement activity was done.  

“This spread is very much at the household level, and I think that’s why we have a real call to action for every Kentuckian to wear their mask, and to protect those in their families by not going to large social gatherings,” Birx said. “And if they do, make sure they are protecting those in their families that have substantial vulnerabilities we know are related to obesity, hypertension, diabetes and chronic lung, heart or kidney disease.”

Nearly 100 residents and staff at long-term care facility in Florida test positive for Covid-19

Ocoee Health Care Center Long-Term Care & Rehabilitation, in Ocoee, Florida, has nearly 100 residents and staff that have tested positive for Covid-19.

The facility is in Orange County Florida, near Orlando.

Orange County Health Department’s Kent Donahue confirmed to CNN that there are 66 positive residents, 22 which are hospitalized. 

Another 30 staff members also tested positive, according to Donahue.

There are a total of 96 Covid-19 cases at this long term care facility. No deaths have been reported.

More than 2,500 Covid-19 cases reported on Sunday in Georgia

After setting a record for Covid-19 cases reported in a single day on Friday, the Georgia Department of Public Health has now reported two consecutive days of declining numbers.

On Sunday, Georgia Department of Public Health reported 2,765 new cases, down from 3,787 on Saturday.

The department also reported three new Covid-19 related deaths, down from 53 on Saturday.

There were 62 new hospitalizations reported on Sunday, down from 277 on Saturday.

Miami Dade County reports 18% coronavirus positivity rate on Sunday

Miami Dade County has reported a daily coronavirus positivity rate today of 18%, according to the county’s Covid-19 dashboard

The 14-day average for Miami Dade is 19.5%, the dashboard said. 

Currently, intensive care unit beds in Miami Dade County are at 146% capacity, the county reported. 

Covid-19 positivity rate in South Carolina is now more than 15%

The positivity rate for coronavirus testing in South Carolina is now 15.6%, according to a press release from the South Carolina Department of Health and Environmental Control issued Sunday.

The state has reported 1,170 new coronavirus cases and 25 new deaths Sunday, according to the department.

The state’s total now stands at 80,856 confirmed cases and 1,436 deaths. There were also 343 probable cases and 55 probable deaths reported in South Carolina.

So far, 700,464 tests have been conducted in South Carolina, according to the release.

The state is still transitioning to a new federal reporting system for hospital bed occupancy and did not include the number of hospitalizations in Sunday’s release.

In Louisiana, 94% of new Covid-19 cases reported Sunday are from community spread

Of the 3,840 new coronavirus cases reported Sunday by the Louisiana Department of Health, 94% are tied to community spread, a tweet from the agency said.

The new cases were collected between July 19 and 26, the department of health said in a series of tweets.

There were 48 new deaths reported, bringing the statewide total to 3,651, a tweet said. 

The new deaths and new cases were reported since Friday, according to the tweet.

A total of 1,233,264 Covid-19 tests have been completed in the state.

Rhode Island continues to urge residents from nearby states to not visit state beaches

The Rhode Island Department of Environmental Management (DEM) is continuing to urge residents from Connecticut and Massachusetts not to visit the state’s beaches following a large uptick in visitors for the month of June during the pandemic.

Rhode Island’s eight beaches saw a 79% year-over-year increase in visitors in June, from 190,000 visitors to 340,000 visitors, DEM said in a Thursday press release

The spike in visitors came despite the 75% capacity limit on parking at Misquamicut and Scarborough beaches to mitigate the spread of Covid-19, the department said. 

Earlier this month, Gov. Gina Raimondo slashed those capacity limits to 25% at the two beaches to further cut down on crowding. 

According to a 2017 University of Rhode Island report on the economic impact of the state’s parks, 47% of visitors to Rhode Island’s beaches came from out of state in 2016. At Misquamicut Beach, 77% of visitors come from out of state, the majority of whom were from Connecticut, the report said. 

“By keeping crowds down and allowing for physical distancing on the sand, we are trying to protect public health and safety – in Rhode Island and other states,” DEM Director Janet Coit said in the release. “We also are trying to help our beach communities alleviate the heavy traffic that they have been experiencing this summer.” 

More context: While DEM cannot deny access to parks and beaches based on residency, they do charge out of state visitors twice the cost for daily and seasonal parking passes, Healey added.  

According to the state’s travel restrictions page, residents from Connecticut and Massachusetts are not required to self-quarantine when they enter Rhode Island. 

More than 146,000 people have died from coronavirus in the US

There are at least 4,197,184 cases of coronavirus in the US and at least 146,632 people have died, according to Johns Hopkins University’s tally of cases.    

As of 1:30 p.m. ET Sunday, 19,163 new cases and 172 new deaths have been reported in the US since midnight.   

The totals includes cases from all 50 states, the District of Columbia and other US territories, as well as repatriated cases.    

No reported outbreaks associated with Florida theme parks, health official says

A health official in Orange County, Florida, said thus far, they have not seen any Covid-19 outbreaks associated with the reopening of theme parks in the area, Florida Department of Health public information officer Kent Donahue told CNN.

Donahue told CNN that the health department’s epidemiology program is in communication with the theme parks.

Despina McLaughlin, public information officer for Orange County, said the county has received a couple of complaints regarding the larger attractions and the use of face coverings. McLaughlin said the county will not name the attractions and will work together to resolve the issues.

McLaughlin said Orange County’s Strike Team will continue to visit local businesses, along with large and small theme parks, as part of their daily duties to monitor health protocols.
